Morgan Junction Park Addition

Morgan Junction All-Wheels Association hosted a meeting on April 26 at By and By Skate Shop to gather input for three design alternatives. SPR is updating the design to include comments from the public meeting. SPR will re-submit for permits, develop construction drawings, perform internal reviews, bid, and construct the new addition to Morgan Junction Park. The anticipated completion date is late 2025. Hazardous Material removal is required on-site because of previous use as a dry cleaner. Initial engineering indicated that temporary shoring to remove the HAZMAT (approx. 16’ deep) was not required. However, given the constraints of the site, depth of the excavation, and adjacency to California Ave SW dictate that temporary shoring is required. Temporary shoring requires a permit, permit materials were submitted to SDCI for approval. This work will proceed when all applicable permits are received.

In the summer of 2020, the City of Seattle turned its focus to essential functions to address the pandemic and economic crisis, which required a significant reprioritization of resources. SPR suspended many capital projects including the development of the Morgan Junction Park Addition site. In September 2022, the Seattle City Council, acting in their role as Seattle Park District Board, passed a new six-year funding plan for the 2023-2028 Park District cycle which includes funding for this project.

Project Description

In 2014, Seattle Parks and Recreation purchased the .47-acre property at 6311 California Ave SW, north of Morgan Junction Park, to expand the park and provide additional open space for this high-density neighborhood. The design will incorporate accessibility in compliance with the Americans with Disabilities Act (ADA) and additional park elements will be incorporated after gathering public input.

The additional parcel will not be accessible during construction.

Seattle Parks and Recreation (SPR) has determined that the project has no probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after a review of a completed environmental checklist and other information on file with SPR. This information is available to the public on request. The Determination of Non-Significance was issued on February 22, 2021.
