Morgan Junction Park Addition

Spring 2023

In the summer of 2020, the City of Seattle turned its focus to essential functions to address the pandemic and economic crisis, which required a significant reprioritization of resources. Seattle Parks and Recreation (SPR) suspended many capital projects including development of the Morgan Junction Park Addition site. In September 2022, the Seattle City Council, acting in their role as Seattle Park District Board, passed a new six-year funding plan for the 2023-2028 Park District cycle which includes funding for this project and many more. SPR staff put together a plan for the projects in this six year funding plan using several criteria, including equity, and creating a plan for implementation.

Thank you to everyone who participated in the public process. Your input was used to develop three concept designs. View the three concept options here. Options 2 (38%) and 3 (50%) received the stronger community preferences.

A second online survey was also posted July 8 - September 3, 2019, to gather more input, especially from people who were unable to attend the festival. The survey results are here: https://www.surveymonkey.com/results/SM-D2XMKGCY7/

The design team worked to refine the expressed community preferences into a preliminary preferred schematic design for the park expansion.

Also, soil and groundwater sampling and analysis occurred in late 2019. This helped us see what remediation will need to be done as part of park expansion. We also worked with City departments to determine what alley improvements will need to be made as part of park expansion.

We greatly appreciate our collaboration with the Morgan Junction Community Association on outreach and engagement for this project.

Project Description

In 2014, Seattle Parks and Recreation purchased the .47-acre property at 6311 California Ave SW, north of Morgan Junction Park, to expand the park and provide additional open space for this high-density neighborhood. The design will incorporate accessibility in compliance with the Americans with Disabilities Act (ADA) and additional park elements will be incorporated after gathering public input.

The addition parcel will not be accessible during construction.

Community Participation

Seattle Parks and Recreation (SPR) has determined that the project does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with SPR. This information is available to the public on request. The Determination of Non-Significance was issued February 22, 2021.
