Chief People Officer/Chief Administrative Officer Jennifer Samuels is responsible for making sure our office connects with our residents, staff, and partners in ways that center them in our administration. Samuels brings a diverse background in government and law office management, including constituent services, human resources, and community priorities. Previously, she held positions with the City Information Technology Department, then Council President Bruce Harrell, and WA State Supreme Court Justice Robert F. Utter. Samuels is an alumni of Harvard's Kennedy School of Government and Evergreen State College. She looks forward to building an office culture committed to excellence and connecting with constituents.
Monisha Harrell
Senior Deputy Mayor of Public Safety

Senior Deputy Mayor Monisha Harrell is responsible for helping define and implement Mayor Bruce Harrell's agenda on key priorities including public safety. Harrell comes to the Mayor's Office after being recognized for her advocacy and expertise in police accountability, equal rights, and LGBTQ issues. She has previously been appointed to critical public safety oversight roles by the state, city, and federal government, was Board Chair of Equal Rights Washington, and co-chair for the De-Escalate Washington (I-940) campaign. Harrell has a Master of Business Administration from the University of Washington and a Bachelor of Arts from Columbia University. She looks forward to working with coalitions of stakeholders to drive action and improve public safety.
Tiffany Washington
Deputy Mayor of Housing and Homelessness

Deputy Mayor Tiffany Washington is responsible for implementing the mayor's ambitious agenda for addressing the crisis of homelessness and housing insecurity. Prior to joining the Mayor’s Office, Washington served as Division Director of Homelessness within the Seattle Department of Human Services and was the Deputy Director at the Department of Education and Early Learning where she worked on initiatives to build opportunities for Seattle’s youth. Before working for the City, she served as Vice President of Programs at Big Brothers Big Sisters of Puget Sound and Director of Youth Programs at the Mockingbird Society, an organization serving foster youth. Washington has a Master of Human Services from Capella University and a Bachelor of Arts from the University of Washington. She looks forward to making sustainable, measurable progress addressing the region’s homelessness and housing crisis.
Greg Wong
Deputy Mayor of External Relations

Deputy Mayor Greg Wong is responsible for fostering collaborative relationships with community groups, non-profit organizations, and local businesses and directing the mayor’s external relations team. Wong joins the Mayor’s Office after serving as Interim Director at the Department of Neighborhoods. Prior to joining the City, he was an attorney who worked on complex issues such as gun violence prevention, combatting climate change, and creating a more equitable tax code. He is a recipient of the Seattle Council PTSA's Golden Acorn Award and Seattle Public School's Citizen Service Award for his work leading school levy campaigns. Wong has a Juris Doctor from the University of Washington School of Law and a Bachelor of Arts from Western Washington University. He looks forward to engaging with community so they can share their priorities and ideas with the Mayor’s Office.
Adiam Emery
Executive General Manager

Executive General Manager Adiam Emery is responsible for helping define and implement Mayor Harrell’s climate and transportation investments and oversees Parks assets and educational programs. applying an equity framework to the promises and plans of Mayor Harrell. As a refugee who came to the United States for an education and opportunity, she understands and advocates for the needs of Seattle’s immigrant communities. Emery joins the Mayor’s Office from Seattle’s Department of Transportation, where she served as the Division Director for Transportation Operations and oversaw policies to strengthen safety and align transit-oriented development with the City’s equity values. Emery has a Bachelor of Applied Science from the University of Washington. She looks forward to aligning Mayor Harrell’s vision for climate justice, education, and accessible transportation for all with action.
Marco Lowe

Chief Operating Officer Marco Lowe is responsible for City functions and programs and the day-to-day tasks needed for operating the city. Lowe previously led teams in government and the private sector to improve affordability for housing in King and Snohomish counties and is an adjunct professor at Seattle University’s Institute of Public Service. He will focus on driving efficiencies in Seattle’s public utility agencies, making Seattle government more transparent and accountable, and streamlining housing and infrastructure construction. Lowe has a Master of Public Administration from the Harvard Kennedy School of Government and a Bachelor of Arts from the University of Washington. He looks forward to overseeing essential city operations and functions to better serve every resident.
Tim Burgess

Director of Strategic Initiatives Tim Burgess oversees projects designated by Mayor Harrell as key priorities. Burgess served 10 years at Seattle City Hall as a member of the City Council and as the City’s 55th Mayor. He was the lead architect of the Seattle Preschool Program for the City's three- and four-year old children, helped double the size of the City’s Families and Education Levy in 2011, and championed the adoption of an excise tax on the sale of firearms and ammunition with the revenues dedicated to gun violence prevention and research. He was a consistent and staunch advocate for criminal justice and police reform, economic growth policies, and tourism promotion in his time at City Hall. Burgess has a Bachelor of Arts from the University of Washington. He looks forward to overseeing key projects to enact Mayor Harrell’s vision of One Seattle.
Jeremy Racca

Chief of Staff and General Counsel Jeremy Racca advises the mayor on legal issues and is responsible for tracking issues and ensuring we are achieving our collective goals and delivering for our city. Racca previously worked on domestic and international litigation at Clyde and Co. He previously provided legal support to then Councilmember Bruce Harrell, as well as working on public safety and police accountability policies. Racca has a Juris Doctor from Fordham University School of Law and a Bachelor of Arts from the University of Washington. He looks forward to acting as a liaison between the City Attorney’s Office and all departments of the City.
Dan Eder

Director of Policy Dan Eder is responsible for researching, analyzing, and evaluating policy proposals related to Mayor’s Office priorities. Eder brings decades of local government leadership experience and expertise to the role. He was the Interim and Deputy Director of Seattle City Council Central Staff after rising through the ranks as an analyst, and before that worked as a project manager for Sound Transit. Eder has a Master of Public Administration from the University of Washington Evans School and a Bachelor of Arts from Swarthmore College. He looks forward to advancing evidence-based policies that deliver essential services and drive more equitable outcomes for residents.
Jamie Housen

Director of Communications Jamie Housen is responsible for broadcasting the mayor’s One Seattle vision and priorities externally and internally. Housen previously worked on local, state, and national political campaigns. He has experience developing thoughtful and robust outreach plans, interfacing with journalists and the media, collaborating alongside elected officials, and supporting complex issue initiatives. Housen has a Bachelor of Arts from the University of Washington. He looks forward to sharing and advancing Mayor Harrell’s agenda for One Seattle, showcasing what we can achieve when we unite and work toward common goals and shared values.
Anne Maher
Internal Affairs Manager

Internal Affairs Manager Anne Maher serves as a liaison with executives, staff, and city departments, and is responsible for overseeing the mayor’s calendar, fulfilling requests from community stakeholders, staff, and government officials, and managing daily operations for Mayor Harrell. Maher joins the Mayor’s Office from the Bruce for Seattle campaign where she served as an Assistant Campaign Manager. She previously interned for Senator Patty Murray and USAFacts and brings expertise in efficient governmental coordination and communication to the team. Maher has a Bachelor of Arts from Bowdoin College. She looks forward to serving as a trusted liaison between the people of Seattle and the Office of the Mayor.
